Guidance for Sign-In/Out Procedures
A time card is the District’s official document of an employee’s attendance or absence for time reporting purposes.
The use of the time card is mandated in the Board Rules and it is subject to audit by the District’s designated auditors.
Records substantiating the time reported to the Payroll Administration for salary payment has to be kept on file and retained at the location for a period in accordance with the prescribed rules.
Completed and approved absence certification forms, are needed before reporting of absence time and are to be retained on file at the location:
- Certification of Illness, Family Illness, or New Child.
- Certification of Absence for Non-Illness.
- Overtime
- Extra Duty Pay for Administrators Documentation.
Due to COVID-19 related pandemic resulting in school/office closures, the following guidelines are being provided when documenting an employee’s time reporting:
- The employees have to document their work time.
- The documentation process is able to be done on paper, electronically, or a combination of both.
- The documentation and process for time documentation should be approved by the supervisor or administrator and discussed with employees.
- Regardless of the methodology for time documentation, paper or electronic, you have to refer to the “Instructions for Completing Time Cards” in the Payroll Concepts Manual on sign-in/out requirements.
- Time documentation has to be stored by the location for retrieval or traceable (if electronic) for audit purposes and in accordance with District Records Retention policies.
Instructions for Completing the Time Cards
Certificated Employees:
- Article IX, part 2 of the UTLA Collective Bargaining Unit Agreement states that all employees on each arrival to and departure from their assigned work location must enter their initials on a form given by District. Itinerant employees who serve less than a full day at a work location and Early Education Center employees also need to enter the correct time as part of their sign-in and sign-out.
- If the certificated employee has a supplemental assignment such as Adult Education, or an additional assignment with personnel number, it is necessary for the employee to enter the correct time for both the regular assignment and the supplemental assignment. The employee must have a separate time card for each additional assignment. This is very necessary to provide documentation to strengthen the District’s claims for federal and state funding.
- The AALA (Association of Administrators of Los Angeles) and District represented employees sign-in and sign-out by initializing a time card and continuing to do that.
Classified Employees:
- All classified employees sign in by recording the real time of arrival. But it is not earlier than the assigned start time and sign out by recording the actual time of departure. But it is not later than the scheduled stop time from their assigned work location. This procedure will help to manage the calculation of overtime.
- Classified employees whose principal duties and responsibilities are designated as executive or administrative in Personnel Commission Rule 596, indicate daily attendance by initializing a time sheet or a time card.
