Get to Know about Integrated Public Alert and Warning System (IPAWS)

Integrated Public Alert and Warning System (IPAWS) is FEMA’s national system as an architecture which unified the United States’ Emergency Alert System, Wireless Emergency Alerts, National Warning System and NOAA Weather Radio, under a single platform.

IPAWS is organized and funded by FEMA that is designed to modernize those systems by allowing alerts to be aggregated over a network and distributed to the proper system for public dissemination.

Moreover, this system aims to give alerts to be originated by Federal, State, local and tribal officials which provides authenticated emergency and life-saving information to the public via mobile phones using Wireless Emergency Alerts, to television and radio through the Emergency Alert System and on the National Oceanic and Atmospheric Administration’s Weather Radio.

The system actually uses open standard digital formats such as the EXDL-based Common Alerting Protocol V1.2 for its messages, enabling for interoperable dissemination to a wide range of third-party receivers.

IPAWS was created after President George W. Bush signed Executive Order 13407, commanding the Secretary of Homeland Security to build a new program following criticism over the government’s response to Hurricane Katrina. This new program aims to integrate and modernize the nation’s existing population warning systems.

The systems here include:

  • National Warning System (NAWAS)
  • Wireless Emergency Alerts (WEA) that is formerly known as the Commercial Mobile Alert System (CMAS)

Well, the new network here that was named the Integrated Public Alert and Warning System (IPAWS) is actually designed to integrate those various system into one modern network and also update them to take into account newer forms of communication such as cellular telephony and Cell Broadcast, electronic billboards, cable television and satellite, as well as internet.

For more information, IPAWS is an IP based network which has integrated the different emergency alert systems of the United States. Well, it aims to connect alert originators to a server which then collects and disseminates alerts to the appropriate systems. Additionally, IPAWS-OPEN uses CAP.

How Is the Progress of IPAWS?

The Department of Homeland Security (DHS) achieved agreement with the Federal Communications Commission (FCC). Well, the two main telecommunication industry bodies  Alliance for Telecommunications Industry Solutions and Telecommunications Industry Association to build a specification for the interface between CMAS and commercial mobile carriers.

Of this agreement, the industry was granted a 28-month period to build, develop, test and apply a system that aims to allow CMAS alerts to be disseminated to mobile devices. Afterwards, the system will specifically allow 90-character SMS to be encouraged to all cell phones and pagers in a geographical area to warn of imminent dangers to life or property.

FEMA finally announced IPAWS that would be using Open Platform for Emergency Networks (OPEN) in September 2010. FEMA uses the OPEN to move standards-based alert and information messages between alert and warning systems.
